вместо INTERFACES="vlan1 vlan 777"
делаем:
INTERFACES="vlan1"

ellyn@SRVunifi:/etc/default$ sudo /etc/init.d/isc-dhcp-server restart
* Stopping ISC DHCP server dhcpd [ OK ]
* Starting ISC DHCP server dhcpd
Далее смотрим, что точка 2 перешла в connected
точка 5 — побывала в provisioning и снова ушла в adopting

на коммутаторе:
1 порт — точка 2 — vlan 1 — untagged vlan 777 — tagged (для точуи 5 аналогично)

в dchpd.conf настроено два пула для 2-х vlan.

UniFi AP has a default inform URL http://unifi:8080/inform. Thus, the purpose of using DHCP option 43 or DNS is to allow the AP to know the IP of the controller.
