You'd see a change in flow as the frequency is changed, but it wouldn't look anything like it does to the camera, just running/drops of water with a bit of a wiggle to it. The reason the 24 Hz is important is because that is the rate at which a camera records pictures. So the water flows out with a repeating pattern of 24 Hz (24 still-frame pics per second), since the flow pattern is repeating itself every 1/24th of a second it takes an basically identical pic each time.
